United Nations Council Backs the US Gaza Peace Plan

The UN Security Council has supported measures presented by the US president for achieving a durable ceasefire in the Gaza Strip, encompassing the deployment of an global peacekeeping force and a potential path to a Palestinian statehood.

Unanimous Support with Key Abstentions

The proposal was adopted by a vote of thirteen in favor, with China and Russia declining to cast votes. The US envoy Mike Waltz told the council chamber that it charted “a fresh direction in the area for both sides and all the residents of the region alike”.

Compromise Wording on Palestinian Statehood

Incorporation of mentions to an independent Palestine was the concession the United States agreed to for support from the Muslim nations, who are expected to contribute security forces for the global force.

“Interim measures that we embark on today must be implemented in accordance with international law and honoring Palestinian rights,” James Kariuki affirmed.

Government Resistance Remains

Nevertheless, on the verge of the resolution approval, leader Netanyahu restated his cabinet's adamant opposition to the formation of a sovereign Palestine, raising questions on whether Israel will accept the execution of the internationally endorsed measures.

Key Provisions of the Proposal

  • Swift elimination of existing limitations on humanitarian aid into the strip
  • Creation of an global security force
  • Moves towards restoration and a eventual “pathway to Palestinian self-determination and nationhood”

Ambiguous Phrasing and Stipulations

The inclusion to sovereignty was a balanced insertion to an original American proposal which did not mention it. But the phrasing is vague and dependent, stating only that once the PA has undergone changes and the reconstruction of the strip is advancing, “the conditions may finally be in readiness for a feasible course to Palestinian independence and nationhood.”

International Reaction

The language was insufficient of the firm commitment to the building of a sovereign Palestine beside Israel requested by Muslim nations, as well as EU representatives, but in addresses to the council after the approval, envoys from those states said they were prepared to accept the settlement in the benefit of extending the current truce and swift steps to feed and protect the 2.2 million Palestinian residents in the territory.

“We has ultimately decided to support of this document, a resolution that we approve its primary aim, namely the continuation of the ceasefire and the formation of conditions permitting the Palestinian population to exercise their immeasurable rights to sovereignty and sovereignty,” Amar Bendjama stated.

Practical Difficulties

The proposal provides general supervisory power to a “board of peace” chaired by Trump, but of unspecified participants. The group has to update the United Nations but it is not bound by the preferences of the UN or by the Palestinian Authority.

Furthermore, it demands the establishment of a expert Palestinian panel that is expected to manage day-to-day governance of the territory and the delivery of services, but it is far from clear who would take part.

Security Force Authority

The authority of the international stabilisation force authorizes it to neutralize and disband militant organizations in the territory, but it is quite ambiguous that possible sending countries would consent to engage such groups. None of the states has to date committed itself to dispatching troops.

Moreover the criteria for reform of the Palestinian Authority, the prerequisite towards moves to a sovereign Palestinian, have been hazy.

European officials said they considered it urgent that the identities of the Palestinian technocratic committee to provide utilities was settled as without delay.
